Enchantment
Cumulative upkeep {1} (At the beginning of your upkeep, put an age counter on this permanent, then sacrifice it unless you pay its upkeep cost for each age counter on it.) Whenever an opponent casts a noncreature spell, you may draw a card unless that player pays {4}.
Government Programs
Target creature or planeswalker you control gains protection from colorless or from the color of your choice until end of turn. If it's a creature, put a +1/+1 counter on it. (It can't be blocked, targeted, dealt damage, enchanted, or equipped by anything with that quality.)
Amass Zombies 1. (Put a +1/+1 counter on an Army you control. It's also a Zombie. If you don't control an Army, create a 0/0 black Zombie Army creature token first.) You and permanents you control gain hexproof until end of turn. (You and they can't be the targets of spells or abilities your opponents control.)
As Struggle for Project Purity enters the battlefield, choose Brotherhood or Enclave. β’ Brotherhood β At the beginning of your upkeep, each opponent draws a card. You draw a card for each card drawn this way. β’ Enclave β Whenever a player attacks you with one or more creatures, that player gets twice that many rad counters.
The Populace
Multikicker {1}{W} (You may pay an additional {1}{W} any number of times as you cast this spell.) Creatures you control get +1/+1. When Marshal's Anthem enters the battlefield, return up to X target creature cards from your graveyard to the battlefield, where X is the number of times Marshal's Anthem was kicked.
{T}: Target opponent gains control of Yes Man, Personal Securitron. When they do, you draw two cards and put a quest counter on Yes Man. Activate only during your turn. Wild Card β When Yes Man leaves the battlefield, its owner creates a tapped 1/1 white Soldier creature token for each quest counter on it.
The U.S. Military
Equipped creature has myriad. (Whenever it attacks, for each opponent other than defending player, you may create a token that's a copy of that creature that's tapped and attacking that player or a planeswalker they control. Exile the tokens at end of combat.) Equip {4}
Whenever you cast an instant or sorcery spell, copy it. You may choose new targets for the copy. This ability triggers only once each turn. +2: Add two mana in any combination of colors. +1: Exile the top five cards of your library. Until the end of your next turn, you may cast an instant or sorcery spell from among those exiled cards. βX: Chandra, Hope's Beacon deals X damage to each of up to two targets.
Whenever you draw a card, put a +1/+1 counter on Chasm Skulker. When Chasm Skulker dies, create X 1/1 blue Squid creature tokens with islandwalk, where X is the number of +1/+1 counters on Chasm Skulker. (They can't be blocked as long as defending player controls an Island.)
Each opponent chooses a creature they control. Tap and goad the chosen creatures. (Until your next turn, those creatures attack each combat if able and attack a player other than you if able.) Splice onto instant or sorcery {2}{U}{R} (As you cast an instant or sorcery spell, you may reveal this card from your hand and pay its splice cost. If you do, add this card's effects to that spell.)
Genestealer's Kiss β Whenever Genestealer Patriarch attacks, put an infection counter on target creature defending player controls. Children of the Cult β Whenever a creature with an infection counter on it dies, you create a token that's a copy of that creature, except it's a Tyranid in addition to its other types.
Backup 1 (When this creature enters the battlefield, put a +1/+1 counter on target creature. If that's another creature, it gains the following ability until end of turn.) Whenever this creature attacks, for each attacking modified creature you control, create a tapped and attacking token that's a copy of that creature. Exile those tokens at end of combat. (Equipment, Auras you control, and counters are modifications.)
+1: You gain 2 life. Add {U}, {R}, or {W}. Spend this mana only to cast a noncreature spell. β2: Draw a card, then you may discard a card. When you discard a nonland card this way, Narset of the Ancient Way deals damage equal to that card's mana value to target creature or planeswalker. β6: You get an emblem with "Whenever you cast a noncreature spell, this emblem deals 2 damage to any target."
Whenever you attack, you may create a tapped and attacking token that's a copy of target attacking legendary creature you control other than Shaun, except it's not legendary and it's a Synth artifact creature in addition to its other types. When Shaun leaves the battlefield, exile all Synth tokens you control.
When Teyo, Geometric Tactician enters the battlefield, create a 0/4 white Wall creature token with defender and flying. +1: You and target opponent each draw a card. β2: Choose left or right. Until your next turn, each player may attack only the nearest opponent in the last chosen direction and planeswalkers controlled by that opponent.
Islandwalk (This creature can't be blocked as long as defending player controls an Island.) Water Always Wins β Whenever The Flood of Mars attacks, put a flood counter on another target creature or land. If it's a creature, it becomes a copy of The Flood of Mars. If it's a land, it becomes an Island in addition to its other types.
