Vigilance
Secret council — Whenever Círdan the Shipwright enters the battlefield or attacks, each player secretly votes for a player, then those votes are revealed. Each player draws a card for each vote they received. Each player who received no votes may put a permanent card from their hand onto the battlefield.

Pendant of Prosperity

Pendant of Prosperity enters the battlefield under the control of an opponent of your choice.
{2}, {T}: Draw a card, then you may put a land card from your hand onto the battlefield. Pendant of Prosperity's owner draws a card, then that player may put a land card from their hand onto the battlefield.

Blood Clock

At the beginning of each player's upkeep, that player returns a permanent they control to its owner's hand unless they pay 2 life.

Command Tower

{T}: Add one mana of any color in your commander's color identity.

Minds Aglow

Join forces — Starting with you, each player may pay any amount of mana. Each player draws X cards, where X is the total amount of mana paid this way.

Noble Benefactor

When Noble Benefactor dies, each player may search their library for a card and put that card into their hand. Then each player who searched their library this way shuffles.

Mad Ratter

Whenever you draw your second card each turn, create two 1/1 black Rat creature tokens.

Old-Growth Dryads

When Old-Growth Dryads enters the battlefield, each opponent may search their library for a basic land card, put it onto the battlefield tapped, then shuffle.

Grenzo's Rebuttal

Create a 4/4 red Ogre creature token. Starting with you, each player chooses an artifact, a creature, and a land from among the permanents controlled by the player to their left. Destroy each permanent chosen this way.

When Soaring Show-Off enters the battlefield, each player draws a card.

Path of Ancestry enters the battlefield tapped.
{T}: Add one mana of any color in your commander's color identity. When that mana is spent to cast a creature spell that shares a creature type with your commander, scry 1. (Look at the top card of your library. You may put that card on the bottom.)

Ancient Runes

At the beginning of each player's upkeep, Ancient Runes deals damage to that player equal to the number of artifacts they control.

Phial of Galadriel

If you would draw a card while you have no cards in hand, draw two cards instead.
If you would gain life while you have 5 or less life, you gain twice that much life instead.
{T}: Add one mana of any color.

Master of Predicaments

Flying
Whenever Master of Predicaments deals combat damage to a player, choose a card in your hand. That player guesses whether the card's mana value is greater than 4. If the player guessed wrong, you may cast the card without paying its mana cost.

Jolrael, Mwonvuli Recluse

Whenever you draw your second card each turn, create a 2/2 green Cat creature token.
{4}{G}{G}: Until end of turn, creatures you control have base power and toughness X/X, where X is the number of cards in your hand.

Improbable Alliance

Whenever you draw your second card each turn, create a 1/1 blue Faerie creature token with flying.
{4}{U}{R}: Draw a card, then discard a card.

Selvala's Charge

Parley — Each player reveals the top card of their library. For each nonland card revealed this way, you create a 3/3 green Elephant creature token. Then each player draws a card.

Xyris, the Writhing Storm

Flying
Whenever an opponent draws a card except the first one they draw in each of their draw steps, create a 1/1 green Snake creature token.
Whenever Xyris, the Writhing Storm deals combat damage to a player, you and that player each draw that many cards.

Rootweaver Druid

When Rootweaver Druid enters the battlefield, each opponent may search their library for up to three basic land cards. They each put one of those cards onto the battlefield tapped under your control and the rest onto the battlefield tapped under their control. Then each player who searched their library this way shuffles.

Steel Hellkite

{2}: Steel Hellkite gets +1/+0 until end of turn.
{X}: Destroy each nonland permanent with mana value X whose controller was dealt combat damage by Steel Hellkite this turn. Activate only once each turn.

Veteran Explorer

When Veteran Explorer dies, each player may search their library for up to two basic land cards, put them onto the battlefield, then shuffle.

Storm Fleet Negotiator

Flying
Parley — Whenever Storm Fleet Negotiator attacks, each player reveals the top card of their library. For each nonland card revealed this way, you create a Map token. Then each player draws a card. (A Map token is an artifact with "{1}, {T}, Sacrifice this artifact: Target creature you control explores. Activate only as a sorcery.")

Mind's Eye

Whenever an opponent draws a card, you may pay {1}. If you do, draw a card.

Borderland Explorer

When Borderland Explorer enters the battlefield, each player may discard a card. Each player who discarded a card this way may search their library for a basic land card, reveal it, put it into their hand, then shuffle.

Selvala's Enforcer

Parley — When Selvala's Enforcer enters the battlefield, each player reveals the top card of their library. For each nonland card revealed this way, put a +1/+1 counter on Selvala's Enforcer. Then each player draws a card.

Innocuous Researcher

Parley — Whenever Innocuous Researcher attacks, each player reveals the top card of their library. For each nonland card revealed this way, you investigate. Then each player draws a card.
At the beginning of your end step, you may untap all lands you control. If you do, you can't cast spells until your next turn.

Split Decision

Will of the council — Choose target instant or sorcery spell. Starting with you, each player votes for denial or duplication. If denial gets more votes, counter the spell. If duplication gets more votes or the vote is tied, copy the spell. You may choose new targets for the copy.

Dakra Mystic

{U}, {T}: Each player reveals the top card of their library. You may put the revealed cards into their owners' graveyards. If you don't, each player draws a card.

Molder Slug

At the beginning of each player's upkeep, that player sacrifices an artifact.

Unexpected Results

Shuffle your library, then reveal the top card. If it's a nonland card, you may cast it without paying its mana cost. If it's a land card, you may put it onto the battlefield and return Unexpected Results to its owner's hand.

Guff Rewrites History

For each player, choose target nonenchantment, nonland permanent that player controls. Those permanents' owners shuffle them into their libraries. Each player who controlled one of those permanents exiles cards from the top of their library until they exile a nonland card, then puts the rest on the bottom of their library in a random order. Each player may cast the nonland card they exiled without paying its mana cost.

Rashmi, Eternities Crafter

Whenever you cast your first spell each turn, reveal the top card of your library. You may cast it without paying its mana cost if it's a spell with lesser mana value. If you don't cast it, put it into your hand.

Heartwood Storyteller

Whenever a player casts a noncreature spell, each of that player's opponents may draw a card.

Will of the council — Starting with you, each player votes for time or knowledge. If time gets more votes, take an extra turn after this one. If knowledge gets more votes or the vote is tied, draw three cards.

Whims of the Fates

Starting with you, each player separates all permanents they control into three piles. Then each player chooses one of their piles at random and sacrifices those permanents. (Piles can be empty.)

Kari Zev's Expertise

Gain control of target creature or Vehicle until end of turn. Untap it. It gains haste until end of turn.
You may cast a spell with mana value 2 or less from your hand without paying its mana cost.

Electrodominance

Electrodominance deals X damage to any target. You may cast a spell with mana value X or less from your hand without paying its mana cost.

Hellion Eruption

Sacrifice all creatures you control, then create that many 4/4 red Hellion creature tokens.

Sail into the West

Will of the council — Starting with you, each player votes for return or embark. If return gets more votes, each player returns up to two cards from their graveyard to their hand, then you exile Sail into the West. At the beginning of each player's end step, that player may draw a card if a player other than you lost life this turn.

Whenever you draw your second card each turn, create a 2/2 blue Drake creature token with flying.
Whenever you draw your fifth card each turn, Alandra, Sky Dreamer and Drakes you control each get +X/+X until end of turn, where X is the number of cards in your hand.

When Day of the Dragons enters the battlefield, exile all creatures you control. Then create that many 5/5 red Dragon creature tokens with flying.
When Day of the Dragons leaves the battlefield, sacrifice all Dragons you control. Then return the exiled cards to the battlefield under your control.
